fix(knowledge-fs): harden website preview lifecycle

Browse Source 
- prevent preview cancellation during knowledge base creation handoff
- serialize preview scheduler ticks and handle timer failures
- prevent cleanup jobs from starving queued previews
- pass workflow page content through object storage references
