chore: consolidate gitignore rules to root .gitignore

Browse Source 
- Move docker/ssrf_proxy/conf.d/ ignore rule to root .gitignore
- Remove redundant docker/ssrf_proxy/.gitignore file
- Keep all gitignore rules in a single location for better maintainability
